Public Assistance Division  

The Public Assistance Division establishes initial and ongoing eligibility for Ohio Works First (OWF), Medicaid, Disability Assistance (DA), and Food Stamps (FS). Also included in this division is the Benefit Recovery Unit.

Programs available
OWF – Cash Assistance – The objective of OWF is to assist people in becoming self-sufficient.  This program provides cash assistance up to 36 months for qualified low income families that includes child/children less than 19 years of age and pregnant women in their third trimester.  All eligibility factors must be met, including signing the Self-Sufficiency Contract.

Medicaid – Medicaid is a state and federally funded health care program that provides medical coverage for income-eligible individuals.  Listed below are the different categories of Medicaid provided by the Department of Job and Family Services.

  1. Covered Families and Children Medicaid – This program is for households which include children up to age 19 and/or pregnant women. Aged, Blind and/or Disabled (ABD) – Covers adults age 65 and older or persons with an approved disability determination. Medicaid Home and Community-Based Services Waivers - - Helps ill and disabled individuals remain in their home instead of being placed into a long- term care facility. Nursing Home and LongTerm Care – This program helps individuals pay the patient liability for individuals in approved nursing home and
    long-term care facilities.
  2. QMB/SLMB – Eligible individuals with low income who are eligible for Medicare can receive help with all or part of their Medicare Part A & B premiums, co-payments and/or deductibles. 
Benefit Recovery – Responsible for monitoring all allegations of public assistance benefits being under or overpaid to participants, regardless of cause.  They are also responsible for investigation of all allegations presented to the agency in a timely manner and for recovering the overpayment of government benefits.


What about food stamps?
Food Stamps – The Food Stamp program is regulated federally by the USDA.  This program is to help people with limited or low income obtain nutritious food.  A household may consist of an individual or a group of individuals who live together and usually purchase, prepare, and eat their food together.

Eligibility determined by Coshocton County DJFS is based on Federal Poverty Guidelines including income, resources, and household size. More than 600,000 Ohioans receive food stamps. Household size is the number of people who purchase and prepare meals together. Income is usually based on the most recent average monthly income of all household members. Resources are bank accounts, stocks, bonds, etc. Some people may be required to participate in our JOBS program in order to receive food stamps, while some people may meet exemptions and not be required to work.
